Ultimate Encoder 7 Free is a free tool that accepts audio in various formats and converts it to MP3 or WAV files. The core function is the CD ripper. This uses the CDDB to recognize your CD, supports a range of encoding rates (8-320Kbps), and provides a few encoding options (you can choose VBR or CBR, set the VBR encoding method, minimum and maximum bitrates, set MP3 audio options and more).

It takes as input Windows PCM .WAV files or CDAudio tracks, and encodes them to MP3 or WMA audio files which can be played with WinAmp or Media Player. It also has a built-in decoder which decodes the Audio MP3 or WMA files to Windows PCM Wav files. It supports Line-In/Microphone live recording directly to MP3 or WMA audio files.
